In answer to escalating crime and violence through the latter 1960s and early 1970s, L. Ron Hubbard founded the Volunteer Minister program. It was designed to provide practical tools for engendering understanding and compassion. Moreover, those tools were expressly conceived for use by Scientologists and non-Scientologists alike. Thus was born a broad-based movement of individuals from all walks of life dedicated to providing on-site assistance to communities around the world.
Through the last 30 years, Scientology Volunteer Ministers have provided aid and emergency services at more than 128 worst-case disaster sites. Today, they are among the world’s most recognized independent relief organizations, and have trained tens of thousands of new volunteers on their methods of bringing help in the worst of times and conditions.
As L. Ron Hubbard wrote, "A Scientology Volunteer Minister is a person who helps his fellow man on a volunteer basis by helping restore purpose, truth and spiritual values to the lives of others. A Scientology Volunteer Minister does not shut his eyes to the pain, evil and injustice of existence."
Volunteer Ministers live by the motto that “Something can be done about it.”

DISASTER RELIEF
Volunteer Ministers have been involved in disaster relief efforts all over the world. This includes a corps hundreds strong at Ground Zero within hours of the 9/11 tragedy, more than 500 volunteers from 11 nations in Southeast Asia in the wake of the tsunami, over 900 Volunteer Ministers attending to victims in Louisiana and Mississippi in the aftermath of Hurricane Katrina and Rita and in the Haiti earthquake disaster, the Church of Scientology and its parishoners flew in plane loads of much-needed medical and food supplies. In addition they brought in hundreds of medical professionals and Volunteer Ministers to help Haitians cope with their losses and rebuild their lives.
Volunteer Ministers have also trained and partnered with over 500 different groups, organizations and agencies around the world including the Red Cross, FEMA, National Guard, Army Cadets, Salvation Army, Boy Scouts, Rotary Clubs, civil defense and disaster management agencies, YMCAs, police and fire departments of dozens of cities and towns and hundreds more national and regional groups and organizations.

There are over 200,000 Scientology Volunteer Ministers, making it one of the largest relief organizations in the world. And in the last ten years alone they have helped over ten million people.
They are trained to respond in times of major disaster and personal crisis. They are proficient in LRH Tech and have solutions for 19 areas, from marriage counseling and conflict resolution to alleviating emotional trauma. Whether providing immediate and effective assistance to the victims and the emergency workers in the aftermath of an earthquake or helping a failing student learn to read, the Volunteer Ministers’ only reward is knowing that they helped.
There are eighteen continental Volunteer Ministers traveling centers, (marquee yellow tents), that have toured through over 100 countries cover hundreds of thousands of miles, including a Volunteer Minister's barge traveling up the Amazon River, to centers traveling throughout West and Central Africa, and a traveling center in the outback of Australia.
Our 135 regional Volunteer Ministers traveling centers, (yellow tents), managed by every central Church of Scientology in the world, have toured throughout their city or town helping hundreds of thousands yearly.

The Way to Happiness is comprised of 21 precepts, each one predicated on the fact that one’s survival depends on the survival of all others—and that without the survival of others, no joy and no happiness are attainable.
Here educators, corporate executives, legislators and dignitaries learn how to implement The Way to Happiness to the benefit of their communities, businesses and nations. To meet the ever-increasing demand, the headquarters’ print-on-demand facility allows books to be printed in any quantity and in more than 90 languages.
To illustrate the books’ precepts, the Church of Scientology further sponsored the production and airing of dramatic film representations of the book. These films are presented in the spirit of the book itself, which is a road map to a happier life through values of compassion and caring that every member of a civilized society holds dear. Additionally distributed internationally and made available by request are the Educator’s Guide and materials to supplement the use of the films in a classroom environment.
Presently, 21 The Way to Happiness public service announcements air daily on a variety of media ranging from city buses in Chicago to Samoan rugby matches, Central American food courts and television stations on all seven continents.
An international network of volunteers and supporters of The Way to Happiness Foundation now spans 135 nations. Moreover, representatives from groups dedicated to improving moral standards continue to adopt this book for their own use—organizations as diverse as the National Honduras Police, Secretary General of the Philippine Red Cross and the California State Chairman of the Congress on Racial Equality have taken up and now distribute personalized copies of the book. As a further example of the far-reaching use of this book, the National Police of Colombia now use The Way to Happiness book in training their entire force and broadly distribute it to Colombian citizens.

On October 4, 2003, business leaders, and law enforcement and government officials gathered in Glendale, California, for the Grand Opening of the new international headquarters of The Way to Happiness Foundation.
Established as the central coordination point for some 250 Way to Happiness Chapters across 150 nations, the Foundation also oversees booklet distribution on a global scale.
The Way to Happiness Foundation additionally engenders and supports burgeoning grassroots movements, particularly in crisis zones.

Global drug abuse has led to what can inarguably be described as a world awash in blood and human misery.
In reply stands Narconon (meaning "no drugs"), the drug rehabilitation and prevention program founded in 1966 and based on the discoveries of L. Ron Hubbard.
The Narconon program not only addresses the mental and physical debilitation precipitated by drug abuse, but also the reasons why an individual turns to drugs in the first place.
Global drug abuse has led to what can inarguably be described as a world awash in blood and human misery.

As a result, the Narconon success rate is not merely the world’s highest, it is four times better than international averages.
But with drug abuse now ruining 200 million lives worldwide, the battle to eradicate abuse must also include prevention. To that end, Narconon graduates and volunteers conduct one of the most effective drug awareness programs on Earth. To date, it has provided more than 17 million young people with the facts about drug abuse.
Scientologists helped sponsor the creation of Narconon Arrowhead. Established in 2001, this is the premier facility of the Narconon network. It stands amidst 216 acres of woodland on the shores of Lake Eufaula in southeastern Oklahoma. In addition to being the world’s largest residential facility of its kind, Narconon Arrowhead also serves as the international training center for drug rehabilitation specialists. Since opening its doors, it has provided on-site internships for professionals from 13 nations and 43 US states.
Today, the worldwide Narconon drug rehabilitation and prevention network comprises more than 180 centers and groups across 47 nations—double the number of a decade ago.
